Job Responsibilities and Accountabilities
Overall job purpose
The Logistics Officer is a National staff position within Johanniter International Assistance in Mozambique. The overall objective of the position is to support all logistics-related topics for the Johanniter country program in Mozambique, ensuring quality is in line with internal Johanniter and donor guidelines and to support Johanniter’s partner organizations with the same.
To manage and record the Transactions into the SUN Accounting Software and ensure payments to all suppliers based on the invoices generated from Logistics and administrative Offices; Process all the Payment Vouchers ensuring all necessary supporting Documentations are available, appropriately signed by various authorities.
Tasks
Operational/ Logistics Management
Support all logistics-related actions for Mozambique Country Office (Procurement, Warehousing, Transport and Facilities) in consultation with the Logistics Coordinator and other departments.
Ensure compliance with Johanniter procurement procedures and donor guidelines and ensure all required supporting documents are available for each purchase.
Prepare and submit Logistics Monthly Closing documents and reports in a timely manner.
Review partner documentation and provide Logistics-related feedback and capacity building to improve processes and documentation.
Ensure general principles of procurement are followed, including transparency, price-quality ratio, non-discriminatory and ethical procurement, etc.
Process procurement requests in a timely manner while ensuring completeness and accuracy through regular follow up with Program and Finance departments.
Maintain an accurate filing system, both physically and electronically, ensuring that supporting documentation for procurement transactions and other Logistics processes are safely archived.
Maintain and update the procurement tracker on a regular basis to provide a comprehensive snapshot of all procurement processes and support procurement performance management.
Check weekly delivery plan from the shipping/vendors and provide updates to the Logistics Officer, for entry into the tracking/ update tool, to show import orders that are planned for delivery.
Maintain and keep track of the contracts register and flag those expiring to trigger the renewal or contracting process.
Compile and maintain an up to date preferred vendors database for the various categories of spend.
In liaison with program staff and user departments, verify delivered items for completeness and compliance with quality and quantity specifications.
Document allocation of assets and ensure that they are labelled, tracked, maintained and used in the most appropriate manner.
Ensure proper inventory management, with careful attention to record keeping, inventory flow, physical inventory checks, storage conditions, security, and facility maintenance.
Responsible for maintenance and supervision of necessary repairs at Johanniter owned and/or managed facilities.
Support and Capacity Development
Support in organizing, arranging and delivering trainings for partner organizations.
Provide feedback to partner Logistics staff/focal point persons regarding procurement processes and quality of documentation in line with Johanniter and donor guidelines.
Participate in partner monitoring visits for project activities, providing Logistics, procurement, and reporting support.
Training partner Logistics staff in order to ensure compliance with guidelines.
Other
Ensure compliance with travel and related documentation for staff.
Perform any other duties and task as maybe assigned.
Person Specification
Professional Qualification: Relevant Bachelor’s Degree from a recognized university (preferably in Logistics Procurement or other related field) or a college diploma with minimum of 4 years’ relevant experience.
Experience
Experience with conforming to external donor requirements (e.g. AA, BMZ, ECHO, USAID) and statutory compliance requirements.
High degree of computer literacy.
Proven ability to work independently and as part of an international team.
Knowledge and experience with modern Logistics frameworks.
BENEFICIAL: Experience working in the humanitarian and/or development sector.
BENEFICIAL: Proficiency in written and/or spoken English will be a strong advantage to the applicant.

Ability to work well in a multi-cultural environment in multiple and remote locations.
Ability to present Logistics concepts to all stakeholders, including non-Logistics staff and managers.

What we offer
Remuneration as per JIA’s salary scale range 100,000MZN to 120,000 MZN.
